Poedit is a free translation editor application for Linux, Windows and MacOS. It is also available in pro version. The free version is released under open source MIT license. It supports gettext (PO files) and XLIFF. Using this app you can translate websites, WordPress and Drupal themes and plugins into other languages. Not only site you can also translate application.
