ip2c is a free windows software and it is used to find the country associated to a specific IP address.

Main features:

Displays :country’s two-letter TLD,country name, world region,description of the organization managing the block of IP addresses containing the submitted IP
ip2c is a multithreaded application
queries all the servers in parallel to minimize the overall response time.
distributed as a command line application and a Windows GUI application.
It queries the five main whois servers.
