Method 1:
If you want a particular blogger post to stay at the top position on your homepage,just change the date of the post to some future date like 7/15/15.
Method 2:
Login to your Blogger account and click Design.In your Page Elements tab click Add a Gadget and choose HTML/JavaScript. click and drag the item (HTML/JavaScript Gadget) to above the Blog Posts section. And save changes.
