Twitter API version 1.1 changes

Twitter will release Twitter API version 1.1 in coming weeks.

Changes:

Required authentication on every API endpoint.
A new per-endpoint rate-limiting methodology.
Changes to Developer Rules of the Road, especially Twitter clients.
